Festivalboom eller kulturpolitisk ønskedrøm? - Om festivalisering og kommunal kulturøkonomi

Både forskere og offentlige utredere har overvurdert tendensen til festivalisering av norsk kulturliv. Festivaliseringen – det vil si etableringen av nye festivaler, antall festival-arrangementer og folks besøk på festivaler – har nok økt en god del fram til et stykke ut på 2000-tallet. Men seinere ser det ut til at både antall etableringer, arrangementer og deltakelse har stabilisert seg på et visst nivå, som ikke er svært høyt sammenlignet med andre kulturaktiviteter.

Forestillingen om at utgifter til festivaler og begivenhetskultur har slått tungt – og stadig tyngre – inn i kommunal kulturøkonomi, er etter alt å dømme misvisende. De kommunale utgiftene til drift av festivaler har heller gått ned de seinere år. En mer finmasket Kostra-statistikk etter 2008 tyder dessuten på at økte driftsutgifter til kommunale kultur- og idrettsbygg/-anlegg er et mye mer påtakelig fenomen enn økte kommunale utgifter til festivaler og begivenhetskultur.

Enger-utvalgets påstand om en stor vekst i de kommunale driftsutgiftene til idrett generelt blir dermed også noe misvisende. Mens driftsutgiftene til kommunale idrettsbygg/-anlegg utvilsomt vokste kraftig, gikk øvrig støtte til «idrett og tilskudd til andres idrettsanlegg» en god del ned, iallfall fra 2008 til 2016

I noen tabeller og figurer er tall og data fra 2014-undersøkelsen tatt med i illustrasjonsøyemed og for å vise forskjeller i datagrunnlag for 2014 og 2015. Denne presentasjonsmetoden er ikke brukt for å si noe om utvikling eller endring mellom to år. Datagrunnlaget, ulik sammensetning av populasjon og det korte tidsintervallet gir ikke grunnlag for å si noe om eventuelle endringer.

Denna rapport fokuserar på festivalbesökarna (både lokala och tillresta) och behovet att utvärdera dem och deras upplevelser. Rapporten tar sin utgångspunkt i antagandet att en väsentlig nyckel för framgång i branschen är att förstå och lära känna sina besökare. Detta utgör en grund för att både arrangörer och besökare ska kunna förverkliga sina målsättningar respektive drömmar. För arrangörens del handlar det om att veta hur många besökarna är, vilka de är, vad de gör och hur de upplever festivalen. När det finns kunskap om dessa aspekter finns också ett underlag för beslutsfattande, prioriteringar av begränsade resurser och förnyelsearbete.

Syftet med denna rapport är att bistå svenska festivalarrangörer i sitt arbete att förstå sina besökare. Rapporten är en övergripande guide i att utvärdera festivalbesökare och deras upplevelser. Det finns många olika metoder att använda för att undersöka festivalbesökare (t.ex. online-enkäter, enskilda intervjuer, gruppintervjuer, observationer, analys av sociala medier) men guiden avgränsas till att presentera och diskutera enkätundersökningar.

Sustainable Event Management of Music Festivals: An Event Organizer Perspective.

Sustainably managed music festivals have significant value and can provide a multitude of benefits to a healthy, sustainable and desirable society if their negative impacts are mitigated and positive impacts cultivated. To reach this great potential, sustainable event management of music festivals must become widely adopted and expanded as common practice. To drive this improvement of sustainable event management, there is a need to first understand the barriers and success factors event organizers face moving their music festivals toward sustainability. This study uses a research design of mixed quantitative-qualitative methods: a survey of thirty diverse music festival organizers across the United States and interviews with five selected survey participants. Research draws on pertinent literature from sustainability theory and practice, previous research on sustainable event management, existing strategies of sustainable events, and lessons from organizational change studies. Findings revealed seven key barriers and four success factors associated with sustainable event management of music festivals as well as three specific needs of event organizers to improve sustainable event management. With these findings, seven strategies are presented to help event organizers adopt and improve sustainable event management of music festivals. This study is significant because it fills an important gap in the academic literature on events and sustainability. Additionally, this study is immediately applicable to Untied States music festivals. The findings were drawn directly from the perspectives and experiences of event organizers, and the strategies are designed to be specifically applied to their sustainable event management work.

Animatricks Film Festival 2015. A Marketing Plan. Jyväskylän Ammattikorkeakoulu

The goal of the bachelor’s thesis was to create an efficient and implementable marketing plan for the Animatricks Film Festival 2015. The Animatricks Film Festival is an annual animation-related festival held in Helsinki, Finland. The festival is organized by Palikka Ry, a non-profit organization. It was agreed upon to create a marketing plan for the next Animatricks Film Festival (2015) as there had been no previous one(s). The bachelor’s thesis concentrates on describing the concept of marketing and marketing plan in the chapter of theoretical basis. The chapter on implementation presents the practicalities of creating a marketing plan for the Animatricks Film Festival 2015. As a result, a marketing plan for the Animatricks Film Festival 2015 was created based on the needs and wants of Palikka Ry. The implementation of the marketing plan started in January 2015. As the thesis was finished before the festival was being held, no definite or concrete proof on the success rate of the marketing plan was discovered. The marketing plan is attached to the bachelor’s thesis however, it is confidential and not published. The marketing plan was intended to be used for the following the Animatricks Film Festivals as a foundation to build on more ideas.

There is growing interest in how festivals can help to build strong and cohesive communities, particularly whether they can reach a broad swath of the population or operate as enclaves. This article explores ways in which festival organizers may contribute to social inclusion goals through a qualitative phenomenological study of music festivals. Findings suggest that these festival organizers may contribute to social inclusion across four areas of society—consumption, production, political engagement, and social interaction or communitas—through factors such as providing opportunities for local participation, learning new skills, and access to education about social justice. However, it appears that these festival organizers tended to direct their social inclusion efforts toward portable communities, focusing on attendees but failing to reach out to local residents. This limits their ability to embrace the local community in its broadest sense, and calls into question their likelihood of achieving inclusivity outcomes.
